The best of the hotel is the staff
This was the only hotel I stayed at in Dakar so I no point of comparison, but I found it very clean and the staff was really helpful and kind. If you need a local guide, which is a good idea in Dakar, you can ask the frontdesk person for help. He might go with you after they finish working, and you tip him for that. I have to say that that the experience of the hotel varies a lot on whether you stay in the lower price rooms or in the upper ones. I switched room within my stay since the first room was a little depressing (although very clean), and I really needed the fridge, which the low price room did not had.
