We enjoyed our 5-days stay here with my wife. The location was close to town center. Room was spacious and comfortable. The staff was friendly and helpful. The swimming pool was refreshing. For budget travellers, this guesthouse can be a good option. Close to town center, swimming pool

More of a non-recommendation. I stayed in the Capital Guesthouse in Phnom Penh and I would say there must be beter places to stay (but it does have good travel services). I've heard good reports about the Walkabout Guesthouse, which should fit your requirements.
In Siem Reap Ivy right in the centre of town by the Old Market is supposed to be pretty good.

I stayed at the home sweet home guesthouse. 12 dollars per night. excellent. aircon, very clean , best place i stayed at in all of cambodia.
