Basic but adequate
The Capitol Guesthouse is tucked away upstairs in a messy part of the city (although that describes most of the city!) above its sister operations Capitol Tours and Capitol Restaurant. The rooms are basic but fine for budget accommodation. You can choose air con or fan and will get a double bed or two singles, en suite, fridge, TV and desk. The rooms are featureless but clean. The area is noisy, though, incredibly so in the afternoons sometimes. If you come back late at night, the front door will be locked and you'll have to ring the bell and hope you can wake up one of the slumbering staff!
Unique Quality: The tour office downstairs offers a good range of sightseeing activities. I chose a comprehensive full day city tour which was very good. You can also get unremarkable western and Asian meals in the restaurant, but this is open to the street so expect hassle from beggars and the like as you eat.

Where to stay in Phnom Penh..
For budget traveller, this is the best place to go. The single room with shared bathroom cost US2 per day.
Unique Quality: Down stair of capitol is the restaurant and places for buses to Vietnem, battambang ect stop here too.
