A 2 Star Hotel at 5 Star Prices
This is a great hotel to avoid. The room are just OK and that's all I can say that is good about this place. Here are the negatives:
The heat is not controlled by the thermostat. It was cold in the room and the radiator was cold at 3 AM. At 6 AM the water started flowing in the system and the room eventually got warm. This is a bad situation in Harbin in the winter.
At 4 AM he card lock on the door started beeping a short 3 blast every 15 minutes. It made sleeping impossible.
The bed is a rock!
The breakfast is buffet style, but there are no heaters under most food containers, so it was mostly cold. The buffet included hot orange drink and cold french fries. The coffee is instant.
The TV has a few Chinese channels and nothing more.
The massage girl was tipped off by the bell boy, so she called my room as soon as I got there and spoke English.
The price of the room, 800 RMB, nearly $120 USD!
The entire experience brought me back to the old days in China, when this tpye hotel was the only thing available.

Excellent Value For $
Buffet breakfast costs 15 RMB/each and is NOT worth it -- the hot dishes were only lukewarm and the dishes weren't very tasty anyway. "Orange juice" was warm and obviously made from powder. The only saving point of the buffet were the made-to-order fried eggs!
Otherwise, the hotel was quite good in all aspects.
Rooms and bathroom were very clean and well-heated.
Shampoo and bath foam provided were of quite good quality. Enough toilet paper and towels were provided; the shower cubicle didn't leak, which was nice!
Service at reception was pleasant though sometimes a bit slow, though a bit strange as the staff would be exclusively male one day and female the next. My friends and I even wondered if the hotel was exclusively run by/for gays...!
Unique Quality: Walking distance to Zhongyang Dajie, Flood Control Monument (at the end of Zhongyang Dajie where it meets Songhua River) and the ice sculptures at Zhaolin Park. Overall, a very good location.
They also have rooms with 2 double beds -- good choice for families.
