Tianzhi Hotel Harbin: Historical Building on Zhongyang Dajie

Quite good value for location. This was the hotel I booked for some other travellers, but didn't stay there myself -- the people who did stay were quite satisfied with it though.
If you're looking for something fancy right on Zhongyang Dajie, the Tianzhi is great. The rooms are beautiful and there is even a fish bowl on your desk with a goldfish! The bathrooms are spotless and I believe they have the best smelling towels in China. It's rather pricey, but it can be bargained down quite a bit. We came in there very late at night by accident and gave them our sob story and they brought the price down to Y278 a night for a beautiful double, so try for that price.
