it has been the headquarter building of south manchuria railway company during 1905 to 1945 by japanese. after russo-japanese war, japanese replaced russian to hold the right to build railway in manchuria, or northeast china. the company was not only a business entity but also a intellacture institute for gathering information in china. now, the building belongs to chinese railway company.
