Traffic jam is the common problem for almost all big cities. But here in Shanghai I feel quite satisifed with the traffic condition. Some important roads have two layers. The upper layer is the highway where you can speed up and you won't meet with any traffic lights. It saves a lot of time than travelling at the bottom layer. So when you travel with a cab, you can always let the driver drive you to the highway if it isn't too much more distance. My own experiece: travelling from City Apartment (next to City Hotel at Yan'an Rd) to the orphanage (near Hong Qiao airport) costs 40RMB and takes 20 minutes by highway, but over 60RMB and almost 1 hour by the plain road under the highway.
