When in China, westerns should choose a "5-star" hotel. Not because its fancy, but it helps being able to communicate and having international-style restaurants and installations. And the price uses to be ~USD100, which is more than reasonable for such luxury.
However, this Hong Fu hotel does not look like a great hotel from outside (when the driver took me there from the airport arrival, it was hard to believe I was in a 5-star hotel), nor the inside (guests can find boxes with fruits and water pilled in the entrance). Very few employees knows enough English to talk to foreigners (asking for the internet password on the phone was a HUGE issue, as well as asking for water). The breakfast is quite disapointing and the dinner buffet is served in a very agressive way. The room looks clean, but after a while one can notice the curtains are filthy and the windows very dirty from the inside. In my case, the bathroom was located by a huge window, which makes you think twice taking a shower during winter time (temps may reach as low as -35°C!!, which makes the cold penetrate part of the room, even with the heaters on), not mentioning the chance of offering a peep-show for the neighborhood...
However, it may work if you stay a few days only.
