As the Jagannath Temple is only open to Hindu's, some wise guys have come up with a lucrative idea to offer non-Hindu's the chance to get a good view of the complex from an open veranda up some stairs in the Raghumandan Library that is located opposite the main entrance on Grand Road. Be warned that the library is closed between 1-4pm and that there is a 'donation' fee for viewing which is entered in a book. I gave Rs100 even though I read in Lonely Planet afterwards that Rs10 should suffice so bear this in mind.
