Hi Qing,
I went to Bali in Sept this year. It was a great trip. I stayed 2N in Bali Cliff, Uluwatu. From there, it's near to Garuda Wastu kencana (monument), Pura Uluwatu (temple), Dreamland beach (where Michael Learns to Rock shot one of their video clip), and Jimbaran Bay (great sunset dinner...all tables are on the beach! Food is great and cheap). The hotel itself is by the beach, and has great swimming pool overlooking the sea. It was breathtaking!
Nusa Dua is also near Uluwatu. About 15 mins drive. Nothing much in Nusa Dua, most of the hotels are resort style and 5 stars.
I will recommend to stay in Legian, Kuta or Seminyak area. I stayed 2N in Legian Paradiso. It was a 3 star hotel, about USD30 per night. It's in the heart of the city. Along the road are shops, restaurants, other hotels, etc. It's 5 mins walk from legian beach, through small alley ways.
Then for the final 2N, we stayed in the ever famous, Hard Rock hotel. Gee...that's the best part. It's located exactly in front of Kuta beach. U can sit there for sunset then cross the small road back to the hotel. It's about USD80 per night.
U can also opt for Mercure Hotel (right beside Hard Rock) or Alam Kul Kul Villa.
U can check out all these hotels and let me know if u need more info. I'll be glad to help. :)

For $80 a night, you won't be able to get to stay in Nusa Dua. The place is littered with only 4-5 star hotels and thus are expensive.
Try Kuta, Legian, Sanur where the hotels are cheaper but give you value for money. You can get decent accommodations for the budget you mentioned above and still be close to restaurants, shops etc.
Nusa Dua has the nicest beach in Bali. But if you were me and have been to places like Australia, Thailand, Maldives etc, you would not have such a high opinion of their beaches.
Oh yes, Kuta has a beach too. For swimming and surfing but of course, lots and lots of people around.
