There is no simple answer to your question,because there are many many places and small business outlets that sell those sort of items however ( as in all other places in the world,) the price of most goods usually reflects the quality of the materials used and the labour costs involved, (along with other considerations)Bali is no different to all of the other places really, it may be a little bit cheaper overall, but certainly for the type of item you are looking for the prices are not that cheap, and if they are then the quality is likely to be low.

There are shops, tailors, cobblers, all over selling shoes/sandals/handbags and leather clothing made to order, in the shopping malls the leather shoes for example will probably be more expensive than other counties and other smaller shops in Bali, however maybe just around the corner is a cobbler who can produce good quality for a lot lower prices. However the price will dictate the quality of the material used, the higher the price the better the quality of the materials used. From your previous post you are staying in the Nusa Duia area, which to be honest is more expensive shopping than Kuta or Sanur for example, because the shops in the mall, and the surrounding areas there cater for tourists who expect higher quality, than in Kuta (that goes for everything there, hotels,restaurants, shopping etc) and are happy to pay the extra prices.

You should definatly take a walk around the shopping areas in Nusa Dua and Tanjung Benoa, compare prices with what you can get whatever you see from where you live, if the price and the quality is better than you can get,then take yourself to Kuta/Legian or Sanur for an afternoon and look around there, and you will probably find something for less than in Nusa Dua Area. (even with the taxi fare to get there and back) keep away from areas like PoppiesI or PoppiesII in Kuta, because those areas definatly cater for the cheap end of the markets, and the quality is likely to be dubious, but there are plenty of other places around, just walk around and look.
