Hi!
My son & I are arriving Chiba on 8th Dec - 18th Dec 2010. We are attending a tournament at Makuhari Messe.
Can someone recommend a budget hostel/hotel for our 10 nights' stay?
I do not have the email or website for Hotel Sun City, Chiba.
Please help.

Are you kidding me? Copy and pasting your very term, "Hotel Sun City, Chiba" brings up the website.
Chiba is full of cheap hotels. Note the train stations East of Makuhari and search their names with the term hotel and you will find plenty.
