I can't say too much about this hotel as I didn't stay there, but it is recommended in guide books and is just one block away from JR Kyoto Station, on the North side of building.

¥ 770 to observatory (at 100m).
On a clear day you should be able to see almost all Kyoto from the top.
The 131m structure itself, built to withstand strong wind and earthquake, shaped according to Japanese candle.
It stands above a 9-storey Kyoto Tower Hotel.

A: "I stayed at the RIHGA Royal Hotel Kyoto which is about a 10 min walk from the station (I walked directly form there) and was quite happy with commodities and price."
