Never actually stayed overnight, but visited the gardens, reception, lounge and the restaurant.
Top notch hotel in Nepalgunj, quite pretentious. I like the atmosphere better at Travellers' Village. Aims at the high end tourism transit market (Bardiya, western mountains) and the business community. Many suited men to behold in this place.
Good personal service when a group of us was trying to get back into town late at night, well after the last taxi driver had gone to sleep. Hotel manager took it on himself to get us back to town. Never stayed, just considered these places as part of a transit visit. I fell for Travellers' Inn instead. The food seemed better, too.
But for a larger group and more concerned with security these two hotels may be the choice. Reports on service is so-so, while rooms and facilities otherwise apparently is ok.
After this (above) was written I have visited the restaurant at Sneha, and I was happy about the food, but the restaurant itself was a downer.
Closer to the centre of Nepalgunj than Travellers' Inn.

Stayed one night at this hotel with a modern facade towards the main drag, Surkhet road, in the northern end of the city centre. Definitely an urban location. Sort of a high-rise building, but inside it's a traditional sub-continental middle class small hotel. No obvious restaurant service, but staff can be convinced to go out and get you a take-out meal and drinks if need be. Tip well, because they go beyond their duty to do so. Reception service and English language understanding was so-so.
Close to services and things in the city centre.
A variety of rooms and quality of rooms. I moved from a lowly one with lots of mosquitos to an higher floor one that was much an improvement on the cheapies. I choose to stay at Karnali Hotel and not in one of the other small guest houses here due to local recommendation regarding cleanliness, decency and good food. All that has proven to hold true. I stay overnight between flights and I am happy to recommend the Karnali to others. If the karnali is full, there is a hotel just a bit closer to the airport, but the staff here is a bit sourly and the place is not as good as even the basic Karnali.
Quite a basic concrete cubicle sort of place.
Very good local network of contacts to NW Nepal. Seems to be aware of plane and helicopter movements to and from the mountains.
Mosquito screeened rooms.
Spacious rooms.
Small restaurant that serves up snacks, daal bhat and a few other things to order.
Ask for special bean soup from Simkot. They know everything worth knowing and connecting to in terms of getting out of Nepalgunj. Air ticketing, jeep reservation, general fixing, changing money.

At least among the four upper category hotels, in town, if I may say so. Stars probably not ready for awarding yet, but simply the best, still....
They have good accommodation, good food, good air con, good mosquito protection, good just about everything.
Quiet location away from minarets, hollering military personnel, dusty roads and screaming buses.
There is a very nice and peaceful garden with chairs, tables - good for breakfast or evening beer.
When I visited last time in June 2009 the kitchen was up for renovation.
Interestingly, half of my underwear vanished when I handed it in for laundry. Instead I got some fancy ladies' underwear back. I did not complain - great fun.
The Traveller's Village can organise transfers to the airport, bus & air tickets, fixes your jeep reservation and many other things.
The place is run by Candy Serchan, a very colorful American lady, who has a very interesting story of how she ended up in Nepalgunj. Candy rules the place and ensures that you are well taken care of. It may even be a bit too much at times... Candy is an institution in Nepalganj.
Candy keeps an upper hand in the kitchen, too, and ensures that the menu is a genuine Nepalgunj-Mid-West American crossover. The food is very good, and you may opt to go here for food if staying elsewhere in Nepalgunj.
