The best mix for me money wise in Cebu City is both cash & ATM card with a C/C for emergencies.
Cash...There are lots of places to exchange your cash around Cebu City most offer around the same rate.A tip the ones in the main malls tend to be less than a changer on the street.The exchange at SM Mall is always a couple of points under.Also don`t change money before you arrive & at the Airport only change enough to get you into town or until you can get to a decent changer.The airport F/X is always under & no value.
If you are visiting your girlfriend & need to change money get her to do it & you stay out of sight especially at a street changer.At SM it doesn`t matter who changes the cash.I went in to a changer 5 mins after my wife changed money & surprise surprise the rate was less for me.Not a big deal in the scheme of things but it`s the principle of it.
ATM`s...ATM`s are all around Cebu City and take most cards.I try to take the maximum usually 15-20,000pp not all machines accomodate this the best two I `ve found for this are PCI Equitable & Citibank
Credit Cards.....Only use where you absolutely have to and try to ensure it is a reputable well known business.
Taxi's

Upon arrival at Cebu Airport, don't choose the airport taxi's, they'll be charging you twice the amount. Cross the street after the exit door and you will see a taxi lane. Pay the orginary taxi rates. Airport to Castle peak is around P100-150 pesos, depending on the traffic.
Best way to travel is riding a taxi esp if it's your 1st time in Cebu and you're travelling with a big grp. Taxi drivers are very helpful and are eager to tour you around the city.

This is a really nice restaurant. It is located on top of a hill with a beautiful view of Cebu city. It has an indoor area and an outdoor area either covered in a patio with ceiling fans or totally outdoors, which makes it a really cool date place. If walk down the hill a little they even have a patio covered billiards spot. The food is a local cuisine and they serve a cebu delicacy called one day old chick(See local custom tip). Its a fear factor food for me, but i had to eat it, just to say i did!!!! I love the ambience and location of this place and i would definitely eat here again. Try the one day old chick, its a cebu delicacy. I really didnt like it because of what it is, but i had to eat it cuz my friends over there made me and now i can say did...

To add to Cebu's island destinations, it would also be good to check out Sumilon Island (http://chictraveller.blogspot.com/2008/10/cebu-travel-sumilon-bluewater-island.html) and Maribago Bluewater Island Resort (http://chictraveller.blogspot.com/2008/09/maribago-bluewater-beach-resort.html).
There's also a very nice island off Mactan (30-45 minutes by banca) called Nalusuan Island. It's a marine sanctuary, and fishes swim past you as you walk near the shore. It's a great experience. :) http://chictraveller.blogspot.com/2008/08/island-destinations-nalusuan.html
