City Life and Beach in Cebu
I'd suggest Cebu :) Manila is very cosmopolitan. Indeed, it's just full of buildings and getting around is difficult due to heavy traffic. Cebu is more balanced. You can go around the city and go to the beach anytime. Actually, there are a lot of beaches near the city. Check out Mactan Island which is only 30 minutes away. Way to Moalboal
Road trip is really enjoyable especially passing through a scenic town named Carcar. The roads are lined with century old trees. Everything around you is green & cool. You'd really like it if you're a nature lover.
In the midst of lush tropical vegetation in the mountains near Matutinao you can find the refreshingly cool, crystal clear Kawasan Falls. They are probably the best waterfalls on Cebu, and the natural pools are great for swimming & rafting (P300/hr). This idyllic place is a good starting point for mountain treks. There is a P10 entrance fee, and they charge P50 for the use of the tables, even if you order a drink with the owner.
Mountain View Resort
Mountain View Resort is located in Busay on your way to trancentral highway. It is just a few minutes from Cebu City. If you love nature, this is the place to be. Be warned though that your car must be in good condition for those steep roads. This place requires a demanding physical hike up to the top where the cross is. You can bring food & have picnic inside the resort. Also quite nice during evening to view the city lights. Entrance is P50.

Dress/What to Bring
Wear natural-fiber, lightweight clothing. You'll feel more comfortable. Bring shorts, hat, sunglasses, bathing suits, insect repellent, flashlight, sun block cream, tough shoes for walking, rubber slippers for the beach.
The Barong Tagalog is the acceptable formal wear for men. Shorts or sleeveless shirts should never be worn when visiting churches, mosques or temples.
Most areas in Cebu are supplied with 220 volts, 60 cycles. A plug with 2 flat parallel prongs is the norm.
The Philippine currency is peso, divided into 100 centavos. Next to the peso, the US dollar enjoys wide acceptance. Most foreign currencies can easily be changed at banks, hotels, and authorized dealers. Foreign currency is not readily taken by establishments in Cebu. Major foreign credit cards may be accepted only at mjor hotels, resorts, shops and restaurants. Visitors are advised to bring sufficient amount of change is small bills or coins.
Banks - 9am to 3pm Monday to Friday; Government agencies and offices - 8am to 5pm Monday to Friday; Private firms - 9am to 7pm Monday to Saturday. Most department stores stay open on Sundays and holidays.
