It is best to go there early if you can't reach them...Otherwise, your nearest accommodation will be in Bangar or San Fernando, La Union; Dagupan City or Baguio City- which are farther.

I don't have any prices whatsoever or any reviews of the resort. You can actually Google San Fabian and maybe, you can request your certificate faxed to you. It seemed so tedious, let alone expensive, to go there and get your baptismal certificate. Goodluck!

San Fabian PTA Beach Resort: Former Presidential Resthouse
We've always stayed at the PTA Beach Resort whenever we wanted to visit the beach. The rooms we stayed at were usually at the former Marcos presidential rest house and it (Blue and Pink rooms) was considerably okay for around P1,800 a night with hot&cold shower, a/c, mini-ref, etc. The Green room costs a bit more because it can accommodate more people. There are also smaller rooms near the lobby, a hotel and cottages.
You can buy seafood from outside the gate leading to the beach and request nicely to the staff and they can cook it for you.
The resort also has 2 pools - one for kids and one for adults. They usually require you to wear proper bathing attire and you'll only have to pay a minimal fee if you're on a day tour.
I am not sure how the hotel is lately as it was turned over to the municipal government but other people say that its still okay.
