hotel 81 sakura for example rents by the hour but it is cheaper to rent it by the day.. about 60 singapore dollars for the entire day and it is about 10 i tink by the hour, may be even 20. the last time arriving at midnight i thought it would be able to get a room but all three hotel 81 were booked out.. so better book it, you can through the website.. book the cheapest 81.. the red light district is rather interesting.. with a little bit more spirit than elsewhere in singapore.. good luck..

Here are my 2 suggestions:
- Hotel 81
This one's no-frills & pretty decent (read: clean & safe), and has various locations.
- YMCA
With a disco hit named after it, need I say more? :-P Click on "Hostel" at bottom panel for more info.
I would recommend Hotel 81 it is an established Chain of top Value Hotels, serving you at 11 locations in Singapore with 1300 rooms. . These hotels are clean and nice and charge S$59 / US$35. A real value for Singapore. But more important not in the typical tourists area more real Singapore it is where the Singaporeans stay and they are a real demanding group. http://www.hotel81.com.sg
S$59 / US$35 This is best value for money in Singapore Where the locals stay although they stay only a few hours most of the time.
We have reason to be in Singapore quite often, and always choose to stay in a Hotel 81.
They are pretty cheap by SIngapore standards, and there are lots of them all over the city. The reason we choose Geylang is that it is very cheap to eat good food, and is lively and colourful. It's a bit more 'Asian' than other parts of the city.
A word of caution however....Geylang is a big red light district. Sometimes things can get quite noisy at night in the Hotel. The rooms are very secure, but they are used by the hour quite a lot......
Generally, I would recommend the 81 chain of hotels. Maybe they are a little quieter in other parts of the city!
I think the lowest rate hotel of Singapore is along the Geylang Road. If you are looking for budget Hotel, this is a best place to look for. Most of the hotel in Singapore are quite expensive. Example of hotel in Geyland are Fragance Hotel, Hotel 81 & Lai Meng Cosmoland Hotel, they all fall below SD$50.00 per night
For those who want better comfort at a lower budget. This is a chain of hotels with locations in the inner city area, Geylang, but very accessible by public transport. Convenient heading to the main city area or the airport. They are also located a short distance away from good eating places.
However, Geylang is a red light district as well, but it is relatively safe in the streets for women.

I have a friend who is visiting Singapore and thinking of staying in Hotel 81 in the Joo Chiat area. I'm not sure on the 'cleanliness' of these hotels, are they very seedy places overflowing with hookers?

Hotel 81 is one of the reputable budget hotels in singapore. With the affordable rates, it provides good room and simple facilities. Most tourist that I came across, who's looking for a budget hotels, were in fact very happy with the service provided by Hotel 81. Also, not to worry about the 'sleazy' thingy. Here in Singapore, it's quite a 'controlled situation'. Hookers don't really soliciating near the hotel lobbies like some other countries. They also need some special 'licence' (from the authorities, I guessed) to do that kinda bisness, and in 'restricted' areas only. Fyi, even branded hotels here in Singapore also do have some of these so called top grade' girls who offered their 'happy hour' services to tourist. And of course they did it secretly coz its illegal. So, not to worry mate. Just enjoy your stay here in Singapore. Regards.

Despites the jokes, most Hotel 81 should be fine (perhaps with the exceptions of those in Geylang).
As a suggestion, perhaps your friend may want to consider the New 7th Storey Hotel (http://www.nsshotel.com) near Bugis MRT instead? Price-wise, they are about the same but I would gather that Bugis will make a better location perhaps?
