do I need a car? if so do I rent it from taipei airport or in the city???
do I need a new driver license, or is my US one ok to use

Not sure how you typically like to travel, but renting a car is not required.

There are many group tours that visit Taroko Gorge. Any travel agency or hotel would be able to help you book those.

If you wish to travel on your own, you can take the train to Hualien, then either take a taxi or the bus from the train station up into the park. The information office at the Hualien train station will help you with the bus if you have questions. One more possibility would be to rent a bike from one of the many vendors in town and ride up there if you would be so tempted by the ride.

Regarding your second question about driving in Taiwan, the simple answer is no, your US license is not enough.

You need an International Driver's Permit (IDP). Not only that, but in Taiwan, it must be certified by the local authorities on arrival.

In Europe they are a bit more relaxed with the license. They may not check it in most places, but it is technically required by law. I've been refused rentals in Europe until I was able to dig my IDP out of my bag. However going back to the very same places months later they never even asked for it.

what about driving a scooter in taiwan is it easy? and is scooter for 1person or can it be for 2 ppl?
it owuld be easier to get around in some places I think

Within Taipei, the metro is quite good and can get you close to most things.

But if you want to ride a scooter, it is possible. I personally think scooters are no problem, but you must be comfortable in high traffic and congestion. Two people can ride scooters without any problems.

I am thinking of outside of taipei area that sometimes is easier ot get around if there are no public transportation :)
will that also need license?

Scooters do not require International Permit, provided they are under ~125cc engine size. But if you rent a scooter, they will not even ask you.

In the CKS airport, there is a volunteers counter to help the disabled.

Any disabled who need help in term of information, vehicle arrangement, or volunteer, they are more than willing to help them as those volunteers are train to provide useful hands to the disabled.

Guanghua Mall and the surrounding area would be an interesting place to visit if you are a technie. In this area there are numerous stores selling computer systems, peripherals, and electronics (such as MP3 players). The prices are generally better than other places in Taipei and since there are so many stores to choose from, you can always find one that offers a better price. Even you don't want to buy anything, it is still quite cool to check out all the latest technology products, especially those from top Taiwanese brands, such as Asus, Acer, BenQ etc.

Taipei Subway

The Taipei subway system consists of 6 lines that cover a good portion of the city. The longest line is 23 km end-to-end. The two main lines (Blue and Green Lines) are the longest; they basically form a giant "+" covering the city. Taipei's subway is clean, modern, convenient, and inexpensive (TW$20-60 for a one-way ticket).

Much of Taipei's central downtown area is near the intersection of the Blue and Green lines, while the Sun Yat Sen Memorial is several stops out the east/west line.
