The straight answer is yes. The easiest and fastest way to go about that is probably to contact Thai airways and have them set up a taxi for you from Chiang Mai airport to Chiang Rai. But this is by far not the cheapest. You could try and get a taxi from the street to take you if you can negotiate a good price, and then there is always a hotel taxi. Any hotel taxi could take you but there again it's not going to be too cheap.
I don't know if you "have" to go to Chiang Mai? Why not just fly direct from Bangkok to Chiang Rai?? If you are in that much of a hurry it doesn't sound as if you need to go to Chiang Mai. Nok air I think can do it for about 4000baht. Thai air also but for about 6000Baht+. Try www.thailandday.com/Tickets/Airtickets/Flightticket
Good luck

Travel Tips for Chiang Mai

Finding Real Eco- Tourism in Thailand Part V

by allthai

So what can you do?
Try to find such a tour or trekking operator. The most important thing is being willing to pay more for you tour or trek. The fewer people on the trek or tour the better the experience. This costs more but well worth it. Most guides that work for these eco- culture friendly operators are very dedicated to helping people including you. They go out and visit these villages and natural areas regularly if they have people to take or not. They have extensive training about the environment, animals, birds, insects and about the local people you will see and meet. They are paid much more than the normal commercial guide and are well worth it so be willing to pay more.

Eco-tourism is not cheap so before you go out to find the best price for a trek or tour, first think about who wins and who looses on a cheap tour or trek. No one wins. Think about it.

This waterfall, near the entrance to Doi Inthanon National Park, has easy access to all. A short hike from the parking lot leads you to this multi-tiered waterfall, which is always pouring with water. It is a beautiful waterfall, with granite rock hanging off to one side so you can explore it a bit closer. It is popular with the Thai people, who often come to picnic and swim. There is also a trail to the side which leads up through the jungle to the visitor's center. Enjoy!

Seeing around Chiang Mai

by Mr.Sparkle

If you’re looking for a way to get out and see the surround area of Chiang Mai than I suggest renting a taxi by the day or by the hour. Count on spending about 150 Bath to 200 Bath an hour. I used this guy name Yai. He was really cool and his English wasn’t bad. He knew heaps about Chiang Mai being that he was born there and lived most of his life there. His car is a piece of crap, but he was the only taxi driver around who was willing to bargain with us and give us a fair price. Very nice guy.

The surroundings are all green. The view is wide and further.
The dining room is big and the furniture are pretty. Very good food. Clean, fresh and tasty.
We love fried chicken, laksa curry noodles and fried rice.

Internet Cafe

if you're a on-the-move kind of person, and need to have the latest news and information at your fingertips, or can't wait to tell your friends what you've seen on your trip so far....this is the place to go. the shop is tended by a friendly young lady and internet access costs only 30 baht per hour. the speed of the browser and related internet stuff is quite fast so no worries about not getting to the websites you want. ^_^
