All the best diving is in the South of the country.
I only went to Pattaya which definitely isn't what you are after.....

If you're looking for tranquility, try the Ban Raya Resort on the Island of Racha Yai. You reach it by speed boat or longtail out of Chalong Bay, Phuket. I stayed there last year and enjoyed some good diving in quiet surroundings. Check it out -

Ko Tao is the best place to dive. There is alot of diving resorts there so im sure you can find something you like! The island is also super nice! Crystal green waters and white sand... what can you ask more!
