Cap Town Hotel: Simple but Great Service
Never thought a 3-star hotel could provide such luxurious room and food accommodations. My consultant-mentor is hard to please in terms of hotel's bed and breakfast service, but she was genuinely impressed with Cap Town Hotel. I was so happy to find this hotel comfortable, homey, with value for money service. From the room size, to mattress and duvets; from authentic Vietnamese to French buffet of breakfast, from complimentary bottled water to brewed coffee (they call it coffee with milk).
We have had a wonderful stay. The real picture of the rooms exceeded our expectations taken out of the website photos.
I would like to copy-paste my comment above!!!

Dragon Palace Hotel: Good food, smiling staff, comfortable place
I really had a good time here. The staff has been wonderful helping me out. The restaurant has a nice view and the food is GREAT! It is a bit pricey though since it is a 3-star hotel but I am sure it's all worth it :)

Vy Khanh Hostel: Feel at home!
Vy Khanh Hostel is one of the sweetest places i've ever stayed. The services are great. You can request for an airport pick up (just let them know) and it's for free. They recommend English tourist agencies at affordable prices and the tour guide will just pick you up in the hostel. There's a computer in the ground floor that you can use for free. The rooms are clean and spacious. Toiletries, towels are hairdryers are readily available inside the rooms. Each room has airconditioner, refrigerator and TV. Most important of all, each room has its private bathroom.
Check in: 12nn Check Out: 1pm
The owner- Ms. Vy and her mother (who prefers to be called as "auntie") are very hospitable. Auntie is so sweet in offering cups of coffee every morning. Everytime we arrive in the hostel feeling tired and thisrty, auntie would knock on our doors and give us cold juices. There's never a time we were not asked on how our day turned out. We really felt like we were at home.
Vy Khanh Hostel is located in Pham Ngu Lao of district 1- the backpackers area. it's near to the tourist attractions- ust a few minutes walk to the Ben Thanh Market, Notre Dame Cathedral, Post Office, Independence Palace, etc.

It's very easy to book hotel both in Saigon and Hanoi with that budget
In my opinion, you can stay at Palace hotel or Duxton hotel in Saigon (in downtown area, around 70-90USD)
For the hotel in Hanoi, you can book at Hanova hotel (35-37 Hang Trong Street, the room is quite small but so beautiful,I always booked for my boss in his business trip)
Hope my information is useful for you

Kim's Place Hostel: nice cheap with breakfast included
A nice homely hostel located just off the main Bui Vien street, free breakfast served before 9am and TV and air conditioning in the rooms. $6 a night!
Be wary when booking rooms in advance in Saigon often they get double booked, so turn up early.

Thuong Nguyen Hotel (former Hong Ha): Thuong Nguyen hotel near Q6 and Q11
relatively new (refurbished) clean. Staff is ok, but as of 2015 the hotel is used by groups of vietnamese boys loudly operating gambling in some of the rooms. Staff warned me about heroin users at the hotel curious about me being a foriegner
I advise foriegners not to stay here for safety reasons

This is cheap sex hotel - rooms by the hour and the towels on the bed, not in the bathroom and no closets
Some rooms are kind of dirty looking.
However, its cheaper than average and really good wifi - reliable internet!
Average hotel. Fairly clean but kind of cheap and sparse some rooms are not so great looking
250.000/ day,, cheaper by the hour
Across from Lotte and Parkson Q11

Hotel Chinese: Khach San Hoa Kieu
Satisfactory however a few issues:
They have wifi, but it was broken
The door to my room only had the minimal amount of locking capability, but I don't think it would be an issue

Note: district six will experience "big water" street flooding if there is a storm or just tidal surge at night. This is "CSO" for you engineers.
The street this hotel is on will flood
no problems here.

SAO NAM HOTEL: I STAYED AT THE SAO NAM HOTEL IN SAIGON
This was one of the hotels that I stayed in on one of my recent visits to Saigon (HCMC) ..as I usually stay in the Pham Ngu Lao area of the city in district one which I find is a handy location...The location of this hotel was perfect for me..
This hotel offers good security with clean rooms and ammenities..my room was air conditioned has cable TV, as I was on the third floor it was reasonably quiet, The room had a double bed with an ensuite with hot and cold water...There is also a lift..(that works) it offers free internet and the tarriff is very reasonable for what it is.
Of course if you are staying more than O/night or a couple of days bargain for a better price for the week..depending on your bargaining skills you will get a reasonable reduction on the price.
There is also room downstairs (very rare ) to park your motor cycle or pushbike.
