I didn't know what the function of a Pagoda was when I went to the NanTien Temple. So I was a bit disappointed when I heard that we couldn't go in and climb the stairs to the top. However now that I do know what the relevance of the Pagoda is I don't mind anymore. The Pagoda is a resting place for the cremated ashes of devotees and their relatives. The Pagoda can store the remains of 7000 people. If you want you can sound the bell inside the Pagoda and make a wish.
