Beef Island Bed & Breakfast: Budget B&B close to the airport
I was not able to book a room here since they were full the night I was commuting through, but I did see it next to de Loose Mongoose on Trellis Bay. It seems to get mixed reviews, people either love it or think it's a pit - I'm guessing the ones who think it's a pit are more the resort dwellers, and those who enjoy a lisce of local life will like it just fine. See Trip Advisor's page on it for more detailed comments & reviews.
This is a bare-bones place, no pool etc., just a lovely and convenient location on Trellis Bay, a mere few minutes from the main Beef Island airport by free shuttle ride. There are plenty of eating establishments within easy walking distance, and de Loose Mongoose is right next door. The artists' studios of Trellis Bay are also an easy walk away, so there's plenty to keep you occupied for a day or two while transiting between islands-airports-ferries-sailing cruises. Since it's a B&B, breakfast is included.

The Tamarind Club Hotel: At Nearby Josiah's Bay
This should be your second choice of hotel for one close to the airport and reasonably priced while commuting thru. The price is close to that at the Beef Island Guest House, although you'll have to add cab fare of about $15 USD to it each way from Trellis Bay. It's family run and very hospitable!
There's a nice pool with convienient swim-up bar for a relaxing evening before heading out.
A couple from Chicago bought the hotel about 4 years ago, so now they run it with the help of their kids, who tend bar, help with luggage, cook, clean, etc. The minute you join them at the pool bar for your complimentary rum punch, the whole world seems just a little brighter. Warmth & camaraderie are the "outstanding characteristics" here, and the location close to the airport makes it an excellent value for commuting thru Tortola.
Not to mention that the butternut squash soup was superb!
