Hard to pick just one - Here are THREE
On the beach -- and the only place I'd EVER recommend taking a meal plan -- The Charela Inn.
At a lower price is the snug, very personal and family run Whistling Bird. We stayed there four nights this past trip and enjoyed the luxury of having our meals prepared by the chef in his little kitchen/dining pavillion on the basis of daily request. The grounds are amazing, the cottages simple and basic, and the bartender makes the best drinks from scratch you'll ever taste.
On the cliffs, we stayed at Rockhouse (pictured here)and it is a winner, too...like a totally different vacation. Climb down a ladder in front of your thatched roof octagonal room (with four poster bed, ceiling fan, and open to the sky ceramic shower) to a lagoon with great snorkeling.

Charela Inn and Rockhouse are more like $130
Those are off-season prices, however. Everyone seems to deal to some extent -- with/without meal plans, 4 nights for 3, a percent off for returning guests. Negril is a bargain compared to many places we've been in the Caribbean. Charela has the best restaurant on the island, Rockhouse is probably the next best in Negril. Whistling Bird has a private chef -- he makes incredible breakfasts, and his dinners are fine, too. Charela and Rockhouse have pools -- for you pool people. But the sea is the sea is the wonderful sea. You can snorkle right from the cliffs at Rockhouse. You'll have to arrange a trip to the reef for snorkeling when you stay on that exquisite beach. Charela has a free yacht tour at sunset once a week.
