There are several good places...
There are several good places to stay in Dunmore Town, the Coral Sands is one of the most often recommended, but none of the Harbour Island hotels are cheap. A reasonable alternative is to stay on Eleuthera (the Cove at Gregory Town is a good choice) and do Harbour Island as a day trip.
