You only need to change once, at Bruxelles-Nord, and the whole journey would take 1h37 minutes. Direct trains to Ostende leave the Gare du Nord at 56 minutes past every hour.
As it is said to cost €80 by taxi from Brussels to Charleroi Airport, which takes 1 hour, I would guess you can expect a cost of at least €100 for a taxi from Brussels Airport to Ostende. For a quote you could e-mail Ostende taxi company taxi.moermans@skynet.be, or just ask your hotel/a taxi company when you get to Ostende. If you want to order one from the airport itself, see http://www.brusselsairport.be/en/parking_transport/toandfrom/taxi (note that by limousine they merely mean chauffeur-driven car).
For your return flight, if this is intercontinental, you need to be at the airport at 08:15, one option would be to travel to Brussels the night before and stay overnight near the airport, the closest (though undoubtedly not the cheapest) option being the Sheraton right at the airport.

It is perfectly possible to remain in Oostende and get to the airport at 8h15 in the morning. If you take the trains at 6h17 you'll be at the airport at 7:56. See www.nmbs.be for schedules. Train will quite probably be faster at that time of the day, and certainly will be cheaper.

Travel Tips for Oostende

Cheers

After sampling the local lager type beers, we decided to try Rodenbach, a dark looking beer. Its quite delicious, a cross between mild and bitter but not as gassy. Cost approx 5.40 euros for a pint and a half. My best memory of Oostende is sitting outside a bar, after having a couple of Rodenbachs and feeling absolutely relaxed and chilled.

OOSTENDE

by patrikske

Ostend is an important city in Belgium with around 90.000 inhabitants, which started life as a a small village built on the island of Testerep, situated between the North Sea and a beach lake. Even though the the village was not very big in size, around 1265 it became a city after the people was given the right to to build a market hall and hold a market. Fishing was the main source of income for the people of Ostend. The coastline of the North Sea has always been rather unstable and in 1395 the inhabitants decided to build a new city of Ostend behind large dikes, further away from the devouring sea. It's strategic position on the North Sea coast did have it's advantages, as a harbour but also proved to be a place of conflict. Ostend was frequently taken, destroyed and rampaged by conquering armies.
Later, traffic connections were improved and Ostend's harbour continued to expand because of this. A railway connection with Brussels was constructed in 1838. Then in 1846, Ostend became a transit harbour to England when the first Ferryboat sailed to Dover. The Belgian kings, Leopold I and Leopold II, both liked to spent their holidays in Ostend and this boosted the city's profile. Important monuments and villas were built to please the Royal Family. The rest of aristocratic Belgium followed and soon Ostend became known as "The Queen of the Belgian sea-side resorts" .

SeaSens

SeaSens takes you on a discovery journey...
The place to be is the IMKE C, a beautifully restored freight ship which has its permanent basis in Ostend.
You can leave your seasickness pills at home, because it all happens while the ship is lying by the quaside in the lighthouse dock.
Take your seat in an electronically operated relaxing chair. Float away on a mixture of sounds of music, in which a high-tech sound installation as well as the ship engine of the IMKE C take part. Open your eyes and your mind to the light- and lasershow. Take a deep breath and experience the subtle aroma of pure and natural ethereal oils. After the relaxation session, you can taste our "flavour of the season", a carefully selected drink.
