Best Way to spend 5 hours in Brussels

We are reaching Brussels via IC from Amsterdam. We have 5 hour stop and then we travel onwards to Paris (Via Thalys) Wanted help on the following -

1. Does IC from Amsterdam stops at Midi Station. The ticket on IC only shows Zone Brussels. In case it goes till central/Nord, do i need to buy another ticket from Central/Nord to Midi Station?
2. Since time is limited, we were planning to deposit luggage at station and visit the Grand Place, enjoy chocolate/beer/Waffles. What is the best way to go from Midi station to Grand Place - Should we take cab from Midi to Grand Place or go to central station via train and then walk to Grand Place?
3. Is it better to take a Hop On Hop Off and visit more locations or better to focus on Grand Place and nearby areas, given the time constraint?
4. Is there a hop on Hop off bus service that starts and ends at midi station too? the sites are mostly showing from Central station

Your IC ticket is valid for Brussels Central and if the train you take only goes to Midi you can just change trains there onwards to Central (they are pretty regular). From Central the Grand Place is a couple of minutes walk. For your luggage there's lockers and a manned consigne office at Midi which will cost about 3-4 Euros dependening on the sizes.

We were in Brussels in September and do not remember seeing the hop on/off buses at all. DO NOT EAT IN THE GRAND PLACE--the food was absolutely horrid and expensive and the wait staff was rude. Seriously, cardboard would have been better to eat. There are tons of great chocolate shops on all the side streets bordering the Grand Place. while it could be argued it was touristy, we had great wine/beer at the Mannekin Pis bar, directly across from Mannekin Pis. The bar also had yummy fries as well. Chocolate shops and 2 waffle stands lined the street leading up to Mannekin Pis.

The hop on/hop off stops at Central Station.
One of the best chocolateries is Neuhaus. They have also a store on the Grand Place.
Near Grand Place there's Katelijne Place with one of the best Fishshops I've ever visited: De Noordzee.
Around Katelijne Place you also find nice restaurants.
On the Grand Place you'll find The Brussles Museum in het Broodhuis where you can find out the history of Brussels.
Have a nice time in my favourite city.

First thing on your list in Belgium should be to get to Spa Francorchamps in the Ardiennes to see what is possibly the best racing track in the world... Even if it not Grand Prix weekend there is usually something goiong on, and if not the track is actually part of the main road so you can drive it yourself

drink french coffee and good french wine in a cafe in the central plaza. You must walk along the small, narrow streets around the plaza and enjoy it. There are also greek fast foods, but nothing the real thing although there are greek owners. Enjoy expensive shopping. The building of the European Community. The sunset in the plaza drinking wine with a good friend.

Cleve Mansions I have tried to research whether Anne of Cleves lived here but so far not found anything to confirm this. However, I have visited her house in Lewes. The Mansions are now a bit run down, it seems that at one time you could view the interior but is now used for training and conferences.
