Best time of year to visit?

I visited Sofia very briefly in 1994 (on a day trip from Borovets) and am thinking of going again for a long weekend. What is the best time of year to visit, in terms of weather, interesting things going on etc?

The best time is probably any time except winter. The snow may be pristine, white and beautiful on Mount Vitosha, but down in the city the melting slush is cold, grey and wet.
Summer can be very hot, with temperatures way above 30 degrees. It is a great time to eat and drink outside. But if you visit just before or after the peak summer season, the weather will be milder - and there will be fewer tourists.

Personally I would give Sofia a miss, the city is a real dump these these days, dirty, unkempt and not at all friendly. As the National Capital the place is a disgrace and not representative of Bulgaria at all.
If you want somewhere nice to go in Bulgaria you could do far worse than have a long weekend in, say, Varna, on the Black Sea coast. Varna has everything that Sofia has to offer culturally, historically and has a great nightlife and is also a pleasant, tidy, laid-back and friendly city with plenty to do both in the city itself and for day trips out.
The best time of course to visit is early summer or autumn to avoid the main tourist season and the summer heat.
If you have fond memories of Sofia don't spoil them by a visit at the moment.

Thanks for your replies. I'm not particularly attached to Sofia in particular -just wanted somewhere in Bulgaria that works as a short break from the UK, so will look into Varna as well.

Try to talk with locals, or, if a local approaches you, don't neccessarily run away. I met a teacher named Cyril while I was taking this photograph of the former communist party headquarters in Sofia. Cyril asked me, in perfect English 'do you want to know a funny joke about this building?' I spent the next 2 days with him exploring Sofia and learning about the history of his country. Oh, the joke in question:
Some guy cycles beside the building, then decides to stop and lean his bike beside it. A policemen notices this and yells at the man 'hey, you cannot leave that here, a high level Soviet delegation is set to arrive any moment.' 'That's ok', replied the man, 'I'll be sure to chain it up!' Cyril taking me to the market and feeding me some delicious street kebabs. Then explaining to me how the Mafia works as we sit in the beer gardens near the university.
Strikes

During the economical crises in 1996 strakes were quite a frequent event.
It still happens but very rarely. Now the labour unions had organised a couple of strikes to show that people are not happy with the social policy of the state.
So, I took this picture 3 days ago. I just heard the noise while I was sitting in the office. I opened my window and saw these people gathered in front of the Ministry of Justice. Not a very big crowd and there was enough policy force to secure the place.
In case that you ever come across to such event just walk around of the crowd, nothing will happen to you. Just do not try to provoke them. For example, taking pics from a close distance is not a good idea.
A camera is enough!

Many tourists when coming in Bulgaria for a first time think that they should bring lots of things with them. I would say this is a major mistake. I have seen people coming with even bottels of water in their bags! Which is really silly. Actually, here you can find everything you need at very low prices. Pack a few clothes, some very comfortable shoes and your camera. That is far enough!

Try to get inside the Sofia University St.Kliment Ohridksi ... Nice and old building and the oldest university in Bulgaria. It was founded 1880 as a 'bulgarian school of higher education (university) which is to cover law, philosophy, medicine, natural and technical sciences'.
Vegas Restaurant in Borovets

Restaurant is on 2 levels, serving typical local dishes plus western cuisine for the not-so-adventurous. Every night at approx 9pm live entertainment is provided in the form of a Bulgarian/Turkish belly dancing routine - goes down well with the guys after a day on the slopes. Major fun to be had here and you can let your hair down on the dance floor. Best to be a sizable group together to enjoy the most. If it's winter, dress in short-sleeved t-shirt and pants with warm outerwear which can be removed whilst indoors.
