Functional and the cheapest I could find.
One of my main complaints about Brno in 2007 was the lack of budget accomodation. This may have changed now and the Avion was as reasonable a deal as I could find at the time. Nothing special, it sits above a parade of shops and restaurants close to the main square which gives it a great location within easy walking distance of just about anything you would want to see.
The staff were friendly enough and the single room, whilst fairly sparsely furnished, was clean and functional. Whether by accident of design I had a delightful view of the large Church from my window. I ate a good meal in the hotel restaurant. I believe it has been refurbished since then.
With the caveat that this information is somewhat old, the Avion represented decent value for money in the city centre.

cheap, central and good
hotel avion is centrally located on ceska 20, just a 2 minute walk from nam svebody, one of the squares.
we got a triple room for 1600kr and a double room for 900kr so between 5 of us that equated to £12 each. rooms are clean and have shower and toilet and tv.
next door is a pizzeria that does cheap pizza and breaky.
