Affordable and clean
Old House, which is conveniently located in Old Town Tallinn, is a great place to stay if you're on a budget. The hostel has clean and cosy rooms, free internet, and a helpful staff (they speak limited English, however). It's a short walk from the boat terminal, and a quick taxi ride to/from the bus station (I believe it cost about $3 to taxi to the bus station).

OldHouse Apartments/Guesthouse/Hostel
We stayed in a hostel (address Uus, 26) in August. The room is clean, shower&toilet is in the corridor. A kitchen is available. Price in August was 42 euro for the double room.
At Uus, 22 there is a hotel "Old House", at Uus, 26 - a hostel.
Unique Quality: A very good location - in the very center of Old city.
