Piibelehe Guesthouse: Quiet place not far away from town center
This guesthouse is located on the outskirts of the town (actually Kuressaare is not THAT big, so "outskirts" usually mean just 20 - 30 min walk without haste to the town center) - just a little bit from main detour road (Marienthali tee) from Roomassaare port to Muhu island and Estonian mainland.
Quiet place, nice hosts, very affordable price.
Double room with TV (since there was World Cup time, it was very important :) ). Although "in menu" TV channels there were just a few Estonian TV channels (four or five, I can't remember now), there always was a possibility to get access to host's TV menu with hundreds of channels.
Possible bicycle cheap rent. With bicycle you can explore a whole Kuressaare and surroundings in no time.
Although this guesthouse is not too far away from main road, it is a quiet place with a lot of trees around.
We (my wife and I) spent a couple of days there in June 2006 as a part of our honeymoon (or rather "honey-week") travelling back from Ruhnu.

Staadioni Hotel: For the sport lovers a must
It's a bit outside the center, 15 minutes walk, but close to the castle and that the only minor.
Clean rooms with own bathroom, shower and toilet and tv.
Breakfast is served in buffet style.
Unique Quality: Free internet for the vistors
Outside is the sports complex with a soccerfield and a round it an atletic running lawn.
Sauna is free for visitors after 21:00

Piibelehe Guesthouse: The best B&B and a Campground in Kuressaare
It was a great experience to stay there. Hostesses where very nice and friendly. The garden is big and beautiful - perfect for children.

Very good sauna
Tea and coffey makeing facilities.
