The cheapest accommodation you can find in the rural areas of Estonia is camping in your own tent. Actually, it is totally free, since there are many places where you can put up your tent without anybody caring about it. You have to make sure, however, that you don't camp right next to someone's house (if there are people or houses around, you should always ask before camping, and usually people don't mind) or build too big of a fire. so basically - if there are no signs forbidding you to camp, feel free to do so, but if there is anyone to ask from - do that. The safest places are by the seaside (not on public beaches of course), since that area doesn't belong to anyone. There are also several official campsites, where you pay a small fee to put up your tent, and there are also facilities such as toilets and showers for an additional fee.
There is nothing better than sleeping by the seaside in the open air, with the waves singing youa lullaby and the stars shining above you. In the evening you can build a fire (a safe and small one!) and truly feel the nature around you! This is a place I would recommend to everybody, I had a wonderful stay here!
You can expect clean rooms (for 2 to 5 persons), a very (very!) tasty breakfast and an amazing host.
He doesn't speak english (only a little bit of german), his daughter tries... but it went smooth.
