Sure, and in some locations they dig the ice and swimming is possible all year around.
Nallikari beach. The biggest and most popular.
But you'd be crazy to swim in May - freezing!
Hi, the beach in the Oulus part called Tuira is also usable yearround. Well in winter it is a bit fresh, but seriously, you can do icebathing there. As I heard, it is a popular spot in the downtown area.
You can check the map for bathing places:

One of my tips describes how to use the map. It is a great tool after getting used to it!

You can find the beaches under:

Have fun!

See the sunset in summer. Where I come from, sunsets never last longer than a few minutes. But what I saw in Oulu was a completely different thing. The sun started setting as I arrived, and was still continuing the same process after I wandered around looking for a hostel for what felt like hours. I had to take a picture of it at some point although of course, it could never come quite close to the real thing.
A good start to discover Oulu is (beside VT ;) ) to pay a visit to the Tourist Office. They can provide you beside the sights in Oulu with a city map and a bus line map. This helps to find your way through town. But don't worry, you can't get lost here in downtown...

The center of the city is called Rotuaari. It's a walking street where people go to meet each other. Sometimes outdoor concerts are arranged here. The symbol of Rotuaari is a big ball made of stone. It lies on a bed of water, so it can be rotated. Kids like to play with it.
There's many shops and restaurants at Rotuaari. It's a good place to visit if you want to do some shopping.
There are not many historical old buldnings left in Oulu, despite of its colorful history as an harbor town. But the City Government has destroeyd all the beautiful old wooden buildnings and prefered to buil up new buildnings. The 'great' example of this are the library and the theater on market place.
But luckily, we still have hear our old time fashion phone booth. Most of them are located in my neighbourhood Heinäpää. Many of them are in parks, like Mannerheimin puisto or Heinätorin puisto.
