Why are the trees so malformed?

It is customary in Southern France for trees to be trimmed back extensively every year. I think this trimming looks ugly. I would certainly like to know (1) what trees this is done to and the (2) reason for such heavy back trimming.

"Why?"
My daughter wanted to go to France for a while to help her with her upcoming French A level.
So we got a very cheap Ryanair flight to Biarritz....
and having consulted VT about accommodation we booked into the Argi Eder Hotel. Great price, great room, great location.
Biarritz has a very classy side - all designer shops and thalassotherapy treatments and some very swish hotels but there is no need to spend a fortune.
We enjoyed walking, using the local buses, buying food in the local market and, of course, practising speaking French.
She got an 'A' by the way!!
"Russian Orthodox Church"
Some stunning architecture we spotted on our walks, sadly the church wasn't open.
"Musee de la Mer"
We enjoyed a visit to this museum and had the opportunity to see the seals being fed.
The War Memorial opposite the museum was well worth a few minutes of our time while. As well as the usual "men who died for their country" being recorded the memorial also includes members of the Resistance and it is the first memorial I have seen that includes the name of women.
