What is the best way to go to Paris from Le Havre round trip in 11 hours

I am taking a Western Europe cruise to Rome in September with other 3 family members. The ship stops at Le Havre for 11 hours.
I was told it takes more than 3 hours from Le Havre to Paris. Is it worth to visit Paris with such a short time? Any advice? are there local tour guides at the port? how much do they charge?

This is really too short to go to Paris. Le Havre is not a very interesting place to visit as it was totally destroyed during WW2 and rebuilt in the late 40s and early 50s. Rouen is not far. You can go by train or by bus.
By train, it will take less than 1 hour. Look for time tables on :

The old city core of Rouen has been kept in very good condition and you should visit it. It is really worth a visit. It is one of the best kept ancient town I know. I am sure you will enjoy it. If you visit and have dinner in Rouen, that will use all of your 11 hours.

Sorry, I forgot to answer your last question. No there should not be any local guide at the port (unless they come when there is a cruise boat !?) as there is nothing worth a visit in Le Havre. Taxis, most probably. But you have better go on your own to Rouen.

Go to the rocky beach and have a great time riding bumping cars ;-) You can even catch a ferry to England there. It's a dull city (completely rebuilt after the wwII so it's missing the usual, European historical part) yet I had a great time there... Sometimes the ugly places can leave a great memories.
Le Havre

It's not Le Havre in this picture but a cliff than you can find in Normandy near Le Havre.
Le Havre has been destroyed during the second world war and has been built again following the american plans (straight road) so this city is not very interesting on an architectural view.
Le Havre is mostly a harbord industry. It is the bigger European cereal Harbord.
Maybe you will arrive in Le havre by fery from England (Dover)
D-Day beaches

"Tour suggestion"
Soon I will expand a little more about the D-Day beaches tour but this is what I wrote on the forum for someone who asked about it:
Buy the green Michelin guide about Normandy (English version) and go with your own car. The guide also has a 200 km tour around those beaches. The beaches itself are along a stretch of less than 100 km.
Start in Caen with a visit to the Musée de la Paix (cultural tip and link on my France page). It's a mindblowing great museum and puts the War but also what happened before and afterwards in good perspective.
Then visit the beaches and circle round to Bayeux (stay at the Lion d'Or hotel) visit the Bayeux tapestry, a medieval "comic book" story in petit-point depicting the invasion of the Normans who together with William the Conqueror won the battle at Hastings.
Then back to Caen.
Roads are good and well roadsigned.
The beaches themselves are not that spectacular, but if you do some research AND go to Musée de la Paix in Caen beforehand, then you'll know what you're looking at.
