Is this an apartment complex or is it in something? I know that someone resides here i just need more details. Thanks to all that help.

I have done a small research on google, and it seems that 1 place grégoire de Tours is the address of the "Lycée Paul-Louis Courier", which is a high school.
I have found no reference to a "Saint Louis".
You can located it on a map by going on maps.google.com, enter the full address (with postal code, which is 37000 for tours, and the country name!)
Sorry, I'm not from Tours, couldn't do much more...
Hi, thanks for looking. I did the same but it came up as 2 place....Does that mean Saint-Louis lives at a high school?

The abundance and diversity of the cultural activities represent one of the characteristics of Tours.
The architectural heritage, the museums, theatres and cultural events fully justify the reputation of Tours as the culture centre of this region of France.
The ”Vieille Ville” part of Tours has a goodly number of buildings dating from the 14th and 15th centuries. Incredibly, I have read that there were moves in 1957 to ‘do a Haussmann’ and replace much of the old part with ‘new’ buildings. Fortunately, sanity took over and instead the old buildings were repaired and renovated.
To make it easier to appreciate the old town, its streets have now been ‘pedestrianised’, to make walking about it more pleasant. It is, and I am happy to recommend it: my suggestion though, is that you first visit the Office de Tourisme and pick up a copy of their excellent brochure "Tours - Capitale des Chateaux de la Loire" which has a good map (and English translations of the main points). You may have to ask at the counter for it, as I did.

It felt warm! ... amidst that cold & rain outside.
Yes, I wasn't prepared for the cold... it had been so warm just yesterday in Athens.
I visited Tours for working reasons.
Anyway, I had a really nice staying there.
Tours is a modern, lively and dynamic centre, with a thriving university, cultivating economic
development, still young at heart with many cultural and sports activities: it's a real European centre.
