Lourdes is very, very touristy and all is working round the year !
There are shuttles between Tarbes-Ossun airport and the main hotels. (+/- 10 Euros)
Tel : 05 62 94 20 96
Taxis are there too.
There are definitely pilgrimages booked in Lourdes in March this year, which means the sanctuary should be open as normal. You may find some of the restaurants still closed as March is the first month of the pilgrimage year. The down time in Lourdes is usually part of November and all of December and January.
Here's the official Lourdes web site in English. You can get pilgrimage schedules, places to eat, transportation info on this site. http://www.lourdes-france.org/index.php?goto_centre=ru&contexte=en&id=405
Enjoy your trip. It is a fascinating and beautiful place.
