Public transport from Rodez Airport
I would like to use public transport to get from rodez to serigan. Is there a good train service or should I use bus? Also how long would journey take?

I think you need to get to Beziers first then a local bus. Local bus could be Line 16 on : http://www.busoccitan.com/
However getting to Beziers is long way using train as you go via Toulouse - you can work out train times using:

However there may possibly be some bus connections from Rodez maybe via Millau. There is a bus service between Rodez and Millau

and a train taking about 2 hours between Millau and Beziers.

It also depends when you plan to travel. Some summer schedules will finish at end August.

We do mean SERIGNAMN, just outside Beziers, do we? Possibly spelling confusion in original post.
If that is the case, I think Puerto Lover has it right. It is a long and complex journey and will take several hours.
There are direct trains from Rodez to Beziers at 1530 and 1636 on weekdays which take around 4 hours. All the other options via Toulouse take 5 or 6 hours.
There is one direct train on summer Saturdays, at 1410.
Going via Millau and Montpellier on various buses will certainly not be quicker - there was a question not long ago about a similar journey.
Someone did ask - why Rodez? Answer - cheap flights. But then what is saved on the flight is expended in time, effort and money on a cross country trip half way round France. Nice scenery though.

You haven't put your Home on your Virtual Tourist Home Page so I have no idea where you are starting your trip. Assuming you are in Europe and taking something like Ryanair, there are Ryanair flights into Beziers Airport. That would be MUCH easier since it's so near to Serignan. I suspect Narbonne or Carcassonne might also be easier than Rodez but Beziers would be best.
Arriving in Rodez there doesn't seem to be much option to a taxi into Rodez and it's quite expensive, possibly more than your plane ticket. You might find it cheaper to hire a car for the drive to Serignan.
If you read French, visit the Rodez Airport web site to see the transportation options and get a hire car quote.
