Steff"La Belle Epoque", le "Tout-Paris" fréquente Royan
Dès le début de la IIIème République, Frédéric Garnier devient maire et le restera de 1871 à 1905. Le développement de Royan à cette époque est son œuvre.
Un nouveau casino, le Grand Casino de Foncillon, est inauguré en 1885. A cette époque, le casino est un élément fondamental pour l’image d’une station balnéaire.
En 1890, Frédéric Garnier fait installer le tramway à vapeur Decauville qui était en service sur le Champ de Mars à Paris pour l’exposition universelle de 1889. Il relie d’abord le quartier du Parc à Pontaillac puis est ensuite prolongé pour relier Saint-Georges-de-Didonne, Saint-Palais-sur-Mer et la Grande Côte.
Le Maire décide de faire construire un casino municipal pour concurrencer le casino de Foncillon. Le Casino Municipal, construit sur la Grande Conche et inauguré en 1895, est alors le plus grand de France.
Une promenade est également construite le long de la plage. Le quartier du Parc se construit.
