La Mirande is an extremely charming 19-room luxury hotel in Avignon. It is located in the shadow of Palais de Papes on a cobblestoned square. The hotel building is a beautiful 18th century palace decorated with period furniture. My trip to Avignon in July 2007 was only a day trip, so I did not stay here. However, I walked inside the hotel and was highly impressed, and would certainly like to stay here on a future trip to Avignon.

It depends on what you mean by "best". Tripadvisor lists them according to popularity as rated by TA members, but you can also sort them by class, see http://www.tripadvisor.com/Hotels-g187212-Avignon_Provence-Hotels.html.

Unfortunately, "best" is a rather vague descriptor, i.e. best price, best location, best view. There are really only two top hotels in Avignon center:
Hotel d'Europe

These two are outstanding in comfort, staff & services, and location.
