Is the basilica still under restoration? Is it open to the public?

The "Freisinger Dom" is open to public again. Although last time I visited, there was still some restoration going on. It´s supposed to be open:
in winter: every day 8.00 - 17.00
in summer: every day 8.00 - 18.00
(but closed between 12 and 14)

Thank you for the information. We will be spending part of a day in Freising. How difficult is it to reach the Weihenstephen beergarden on foot? Is it very cold in early November?

I guess you are talking about the "Braeustueberl" at Weihenstephaner Berg 10? From city center that would be quite a long walk - a pleasant one though (if you dont follow the main road). Use google map or google earth to see for yourself. I doubt that the beergarden would be open in November, but maybe the inn... The weather seems to be less and less predictable these days, but normally November means rain and low temperatures.

My advice: first visit the Cathedral, then take a walk through the city center and visit the Tourist Information Office near "Marienplatz". They should know what places might be open and how to reach them (if necessary by bus).

do you know the open hours that the cathedral can be visited? We would not want to arrive at a bad time.

It´s supposed to be open:
in winter: every day 8.00 - 12.00 and 14.00 - 17.00
in summer: every day 8.00 - 12.00 and 14.00 - 18.00
(but closed between 12 and 14)

Sometimes there might be a special church service taking place. That wouldnt be a good time for a visit.

Near the cathedral (on the same hill) you could also visit the Diözesanmuseum, also called Dommuseum. http://www.dombergmuseum-freising.de/

That would be open Tuesday to Sunday 10:00 - 17:00 Uhr

So if you would arrive while there was a service or lunch break you could visit the museum instead.

Local school band

The local school band regularly performs at Freising's beer garden. They bring a lot of German marches, overtures, very rhythmic consonant pieces, and even some jazz. They also sell their CDs at the beer garden. Enjoy your lunch while hearing them play!
