What abou the weather in Berlin?

It's winter, and while there is no guarantee for snow, it will be cold.
For nighlife, try the areas in Mitte (i.e. Oranienburger St), Prenzlauer Berg (Kulturbrauerei, Helmholtzplatz, Kastanienallee among others) and Friedrichshain (most notably Simon-Dach-St.)
The hotel opened in October 2008, so I doubt you'll find anyone who can comment on it. The location is ok, could be worse, could be better.
Since you plan on spending New Years Eve in Berlin: If I were you, I would try to find an accomodation in the proximity of whereever you are going to celebrate December 31, so you can walk home instead of having to rely on public transport and drive home with some drunk weirdos.

turtle is absolutely right when he writes that you should find an accomodation in the proximity of whereever you are going to celebrate December 31, because many people are not able to cope with the situation that once a year they are allowed to use explosives. public transport is overcrowded + taxis are mostly unavailable on New Year`s Eve.
