For all your requirements in food!!
by geordieontour about Potsdamer Platz
Question is , where not to eat, you will be spoilt for choice, local dishes, international, quick food you name it you will find it, but if you are staying at the Ibis chain Potsdamer Platz will offer every tast you require
Potsdamer Platz has its own unique atmosphere: This is the place where modern architecture and a lively metropolitan ambience meet Berlin history. In the immediate vicinity are the Brandenburg Gate, the Reichstag, the Bundesrat, the Philharmonie, the National Gallery, the Holocaust Memorial and many other sights. And entertainment is provided directly at Potsdamer Platz with the Potsdamer Platz Theater, the Berlin Casino, the CinemaxX movie center, the ADAGIO nightclub, the Belle et Fou and the new BLUEMAX theater. And great shopping is also possible in the Potsdamer Platz Arcades, while the Grand Hyatt Berlin and the Mandala Hotel offer first-class hospitality.
Restaurants, bars and cafés give visitors a variety of opportunities for relaxation or conversation. The best place to gain an initial overview platform is the “Panorama Point” viewing platform, from where the whole of Berlin is spread out below you. all dishes were great and the price depends on your pocket

There's a restaurant on top of the Reichstag Building offering a Silvester (NYE) Special for *gasp* only € 325 / person.
http://www.feinkost-kaefer.de/dt_bundestag10/
http://www.feinkost-kaefer.de/fileadmin/speisekarten/Silvester_Dachgarten_2010.pdf (Menu, German)
Usually the restaurant closes at midnight, but the menu reads that you can "enjoy the turn of the year from Berlin's rooftop with a direct view on the impressive fireworks at Brandenburg Gate".
Apparently the restaurant won't close at midnight.

A restaurant better (but not more expensive) than Käfer's at Reichstag Building would be the restaurant of the Mandala Hotel at Potsdamer Platz:

But they haven't announced any NYE specials yet.
Perhaps you could google for Silvester + Berlin and see if anything pops up that causes your curiosity.
