i wanna know if there's another way other than trains to reach rotenburg an der fulda from frankfurt? is there a regional express available?

A Regionalexpress is a train - or what do you mean?
There are RE trains from Frankfurt to Fulda, there you have to change for another train to Rotenburg. So the trip can be done on a RMV ticket or Hessen-Ticket.
Check train connetctions on http://www.bahn.de, change to English and select "Only local transport".

As Kathrin said, the Regional express IS a train. I suppose you're talking about the fast ICE trains when you speak of trains.
Yes, the regional trains are cheaper and you can get the ticket easily in Frankfurt train station.

You can buy tickets on spot. With regional trains you cannot reserve seats anyway.

Travel Tips for Bad Hersfeld
Hersfeld Museum

The Hersfeld Museum is situated in an old abbey building right next to the Stiftsruine. It has three floors. The first floor shows exhibitions about Hersfeld everyday life in the past, the second floor explains the story of the abbey and the third is all about the history of the town. Besides, the ground floor shows changing exhibitions from local artists.
Some of the museum highlights:
There are many machines and devices from local farms, as well as carriages, bikes and coaches. The exhibitions about the abbey include many art works, f.ex. frescoes from the eleventh century, old crosses and gravestones and silver coins. You can also see the original remainings of the Vitalis Cross and the original helmet of Eberhard von Engern (the copy is presented at the town hall). There is also a big exhibition about the Jewish history of Bad Hersfeld, from medieval times until today.
The museum is open from 10.00 - 12.00 and 15.00 - 17.00 from tuesday to sunday, it's closed on mondays. There is not entry fee.
Stadtkirche

The Stadtkirche (City Church) is the highest building in the town centre. There was a Romanesque basilica right here, which the citiens started to convert into a big church at about 1300 to have a counterbalance against the mighty abbot. Therefore, the church shows how the citizens gained much more self-esteem over the years.
The peak of the tower was of a gothic style, but it burnt down at about 1750 and the tower got a new baroque roof. Also the inside of the church is not original anymore, as the building burnt twice and so the interior design was destroyed.

Banks of the Fulda

South of town you come to a beautiful, green area, the banks of Fulda. Along the river, there are many nice walking tracks where you can walk, jog, cycle, sunbake or just relax. There is also an artificial lake.
Directly at the banks, there is a restaurant where you can have refreshments while looking at the river and also hire pedal-boats.
The Fulda is one of the longest and most important rivers in Hessen, and I guess this is one of the places where you can enjoy it as it's best.
Strolling around framework houses

Bad Hersfeld is a very pretty town and so you really should spend some time just walking around. I am very used to framework houses as I grew up with them, but even I was very fascinated and took a lot of pictures because the houses were so beautiful. So I recommend that you take your time and have a stroll. You can also relax in one of the many cafés and enjoy the atmosphere.
