Low budget? Not raining? GO THERE

So. Athens 2004, last days of the olympic games. The cheapest accomodation costs 45€. The cheapest? No.
There is one hostel that bla bla bla...
You will first be offered the normal rooms (1-4 beds in each room, looked nice), but if you're really on low budget, just ask for a place on the roof. It costed 10€ at that time and as far as I know it usually even less (but I wouldn't argue about the price, it's already the best bargain possible). You don't have a great view but you can cook up there (with a gas cooker), meet some other bagpackers and watch the stars.

Unique Quality: As stated above:
Cheapest accomodation in Athens, with a kitchen, showers, a small room to have lunch and watch TV, five minute walk from the trainstation, very friendly personal...
Just one flaw, be careful if you're on the roof, don't drink too much there because the stairs leading to the roof are small and not very safe. I didn't hear anything about accidents but well you'll see what i mean when you get there.
