Civitanova Marche boasts many decent restaurants. As it's known for its seafood, I would recommend Amici del Gatto (friend of the cat). Reasonable prices and good seafood menu.
Avoid the 'Enoteca Ars Vivendi' (wine bar) if your on a budget and a hurry. Looks good on the outside, but I waited almost 3 hours for the meal to finish, service was non existent and after a dish of salami and an small piece of undercooked meat, my un-itemized bill came to 37€.
A great place to stay on a budget is B&B Independeza. Roughly 25€ a night with pleasant rooms and one hell of a shower. Lovely home made pastries in the morning by a very pleasant and friendly Landlady.
