Is there an entrance fee to the garden or building? Can it be reached by climbing the Spanish steps?

From memory the entrance fee for the gardens and the villa together is 6.50 Euros per person,
Reaching the villa from the Spanish Steps is very easy.
Jus climb the steps then follow the Piazza della Trinita dei Monti.
The gardens and vlla are at the end, on the right.

Are we talking about the French Academy in Rome at the Villa Medici?
If so, please look at

which is the brochure for the Academy in English (the website at www.villamedici.it
is only in French and Italian.
Dom's recollection of 6.50 euro is probably right, adjusting for inflation (full price is now 8 euro, but reduced price is 6 euro). No, they don't say which reductions they honor (students? seniors? EU citizens?). Oh, I'm sorry, they do list the people eligible for reduced rates farther on down: "Seniors (60 years +), students, Roma pass, Metrebus card, carta più la Feltrinelli,
Bibliocard, Fai members.
Children under 10 Free."
I will note that it adds that the academy plus garden tour is 11 euro, but I don't know if this means that you have to be part of a tour to see the gardens, having never been there. Dom, do you remember?
I also can't tell if you have to be part of the guided tour or not (i.e., are the entrances timed?) to even enter at all...Dom?

When I visited, you didn't have to join a tour to gain entrance, but its been several years since I was there. Things do change.
That said, a guided tour is worth thinking about.If I ever decide to re-visit, I'll definitely take a tour.

Great Ice Cream
On average, the ice cream you find in Rome is very good. I mean I can't really remember the last time i had a bad ice cream in Rome. However, if you want something really special, my suggestion is Il Gelato di San Crispino.
The flavours vary according to the season and they are always looking for new textures and mixtures. it's simply unique.
the original place is in Via Acaia 56, near San Giovanni Basilica.
now it's open also near the Trevi Fountain in Via della Panetteria 42.

I dont know if there is a best...
I dont know if there is a best way, but the way I did it was fly from Hahn, Germany with Ryan Air to Pisa for 30euros, where I took a 3 hour long train ride to Rome for another 30euros.
Use the Metro (the underground)
taxis are way too expensive
