Our stay was in Feb 1994, so things may have changed since then - but we found the Best Western Villa Franca Hotel to be a good choice in Rome. It has a tiny elevator that was designed to hold two or three people at a time, but not if they have luggage! Once you get into it, you have to close over the two interior doors before it will move. After you get out, you have to close the inside doors again, or it won’t go the next time it’s summoned to another floor.
