Does the Grand Hotel Dino/Zacchera Hotels, Lago Maggiore in Bavero, Italy provide hair dryers to their guests?

Yes.
Look at the website:
http://www.zaccherahotels.com/
Pick your hotel. Click on 'camere e suites' and the room you want. Even the standard rooms have 'asciugacapelli' (hairdryers).
It would be a very unusual 4* hotel which did not provide hairdryers. Even 3* usually provide them, sometimes even 2*.
